Ricardo Malca is a Counsellor at Diplomatic Service of Peru. Currently the Head of Political and Cultural Affairs at the Peruvian Embassy in the United Kingdom.
MA in Political Management with a specialization in the organization of electoral campaigns by the George Washington University, Washington, DC (2012). MA in International Relations and Diplomacy by the Diplomatic Academy of Peru (2005). Advanced Studies in Public Administration by the Diplomatic Academy of Peru (2018).
He was Lecturer of the courses "Organization of Electoral Campaigns" and "Political Marketing" at the Postgraduate School of the Universidad San Ignacio de Loyola, Lima, Peru (2013 – 2016). Lecturer of the course "Government Administration and Public Policies" at the Technological University of Peru (2013). Assistant of the course "History of International Relations" at the Technological University of Peru (2012 – 2013).
Ricardo was Director of International Cooperation of the Union of South American Nations (Quito, Ecuador, 2014 – 2018). Officer of the Directorate of UNASUR and South American Coordination Mechanisms of the General Directorate of America, in the Ministry of Foreign Affairs of Peru (2012 – 2013). Deputy Consul of Peru in Washington DC (2007 – 2012). In charge of the Bolivia Desk in the South America Directorate of the Ministry of Foreign Affairs of Peru (2006 – 2007). Member of the Cabinet of the Minister of Foreign Affairs (2005 – 2006).
Mr. Malca also run for the Congress of Peru in the general elections held in 2021 (electoral district of Peruvians Abroad). Electoral Observer in general elections in Paraguay (2013), Ecuador (2013 presidential and 2014 local); Bolivia (2014) and Colombia (2014). Author of the book “Building a Campaign in Democracy” (2022). And, brought support on the training of different Parties and Political Movements in Peru and Ecuador.
While in Oxford, Ricardo will be working on a research related to Presidential elections in Peru between 2001 and 2021.
