Marcus Torres is a Ph.D. student in Political Science at the Federal University of Pernambuco, and CAPES/Print and Fundação de Amparo a Ciência e Tecnologia (FACEPE) fellow. Previously, he was also a Max Planck/Sciences Po (MaxPo) Visiting Researcher.
His research interests are bureaucracy, non-state actors, public resource allocation, and political elites. His dissertation focus on understanding the effects of political dynasties on federal transfers in Brazilian municipalities. Recently, he co-authored the siconvr, an R package that helps users manage SICONV data, the Brazilian System of Federal Discretionary Transfers Platform.
At Oxford, he is a Recognised Student at the Latin American Centre for Hilary and Trinity Term 2022 under the supervision of Prof. Timothy Power.
