I am the President of GENIA Latinoamérica, a regional artificial intelligence research and development (R&D) platform incubated at NASA Ames Research Center in Silicon Valley. I am also the founder of E-Quality, a digital skills training center dedicated to enhancing educational quality through artificial intelligence. As a member of the U.S. Department of State and the Atlantic Council's 'AI Connect' program and a Global Ambassador for the E.U. AI4Gov Network, I actively contribute to international AI initiatives. I serve on the Global AI Ethics Institute and the Global Advisory Board of the International Group of Artificial Intelligence, with previous experience as an AI Policy Affiliate at The Future Society. My research focuses on applying artificial intelligence to global governance, fostering regional integration in Latin America, and exploring the epistemology of transhumanism and virtual minds. I am leading the initiative to develop a regional treaty to ban lethal autonomous weapons systems (LAWS) in Latin America, driven by the principle that "no machine should have the final decision about who lives or dies." This effort, named "IA por la Vida" (AI for Life), seeks to position Latin America as a pioneer in prioritizing life-enhancing AI over lethal automation.
