Originally from Paraguay, Alexis completed his undergraduate studies at the National University of Asuncion in Paraguay, which included an exchange programme at the University of Lodz in Poland. With a background in accounting and business, he complemented this training with a joint master’s degree in social sciences from the University of Glasgow and the Autonomous University of Madrid, funded by a scholarship from the European Commission. He also undertook a fellowship in political economy at the Mercatus Center at George Mason University, as well as a professional certification in entrepreneurship and innovation from the University of Salamanca. Alexis was recognised as an Ibero-American Young Leader by the Carolina Foundation and as a Leader of Tomorrow at the St. Gallen Symposium.
He has professional experience across both the private and public sectors, working in financial management, data analysis using digital tools, and public policy. More recently, he has been involved in international cooperation, including experience working at the UNDP and on projects with the UNODC, the EU, AECID, and SEGIB, among others. In 2024, he was selected through the highly competitive United Nations Secretariat Young Professionals Programme as an Associate Economic Affairs Officer.
An enthusiast of Paraguayan history, entrepreneurship, technology, and civil society, Alexis’s current research interests include analysing the economic impact of the Mercosur–European Union agreement on South American countries, as well as the political participation of Paraguayans living abroad, among other topics.
Alexis is a recipient of an Oxford Graduate Scholarship in partnership with St Peter’s College.
