Why Peru does not graduate: the elusive transition from growth to development
Julio Guzman was a presidential candidate in 2016 whose candidacy was finally blocked owing to a technical deficiency with the registration of his party, the Partido Morado, with the electoral authorities. He is currently seeking to gather signatures in order to compete in the 2021 presidential election. He was previously an official at the Inter-American Development Bank.
